Advancing Justice and Accountability – Inside JCTR Bulletin No. 135

MONDAY, APRIL 13, 2026, LUSAKA - The Jesuit Centre for Theological Reflection (JCTR) is pleased to present Bulletin No. 135, a timely and thought-provoking publication that interrogates Zambia’s governance landscape through the lens of justice, accountability, and inclusive development. This edition brings together a range of analytical and reflective articles that speak directly to the country’s current socio-political and economic realities.

At the heart of this issue is a critical examination of the 2025 Constitutional Amendment Process. The article raises pertinent concerns about inclusivity, transparency, and legitimacy, urging a more participatory and people-driven approach to constitutional reform. In a similar vein, the bulletin offers a broader reflection on Zambia’s governance trajectory, assessing progress made and identifying persistent gaps in institutional effectiveness and economic transformation.

Economic governance is further explored through a discussion on the role of government in advancing development, emphasising the importance of a capable and accountable state. The publication also interrogates the proposal to reintroduce Members of Parliament into local councils, highlighting potential implications for decentralisation and democratic accountability.

Equity and social justice remain central themes throughout the bulletin. An insightful article on land rights and access to natural resources exposes the structural inequalities that continue to marginalise vulnerable communities. This is complemented by a reflection on the national budget, which calls for a more people-centred approach that prioritises low-income households and upholds human dignity.

In light of Zambia’s recent economic developments, the bulletin also reflects on the post-debt restructuring context, examining the moral and policy implications of debt and its impact on national development. These discussions are further enriched by the Photo Focus section, which visually captures lived realities and grounds the analysis in everyday experiences.

Beyond critique, Bulletin No. 135 underscores the urgent need for transparency in public financial management, stronger accountability systems, and active citizen engagement. It challenges policymakers, civil society, and citizens alike to take collective responsibility in shaping a just and equitable society.

As Zambia continues to navigate complex development challenges, this edition serves as both a mirror and a guide — inviting reflection, dialogue, and action towards a future rooted in justice, participation, and the common good.
