SOCIAL AND ECONOMC DEVELOPMENT PROGRAMME
The Social and Economic Development (SED) Programme of the JCTR is one of the core programmes whose overall objective is to see an improved social and economic governance that is responsive to the needs of the poor and marginalized in Zambia. The Programme engages with government using findings from the Basic Needs and Nutrition Basket (BNNB) in order to promote the formulation and implementation of socially compatible and poverty reducing policies. The Programme further seeks to promote a transparent and accountable public financial system in Zambia through the review and advocacy for reform of the public financial policy framework. The Programme ensures that the application of public funds in selected development areas is monitored through, among other things, analysis of the Auditor General’s Report.
SOCIAL PROTECTION AND VULNERABILITY
This collection contains documents/ materials that review current laws such as poverty and vulnerability in light of the cost of living; a look at the Basic Needs and Nutrition Basket (BNNB) as it relates to social and economic development. Social protection programs and social accountability in Zambia are also a fundamental component of this collection. Publications include policy briefs, study reports, statements, submissions to parliament and booklets.
PUBLIC FINANCE MANAGEMENT
The collection has materials anchored on the Budget cycle (Budget analysis) from laws that govern it, transparency in the budget process, participation of citizens and Local Community based Organizations to implementation and auditing (e.g. through Social audits), findings of the Auditor General’s report and how we push to reduce cases of misuse of public resources and a close focus on children in terms of public investment. Furthermore, Tax justice, Accountability and Transparency in Public and Mineral Resources and Debt issues are covered from commitment to action as they affect the general welfare of public finance management. Simplified materials, policy briefs and study reports are produced for better and easy understanding. Submissions to parliament are made and statements are released.
