No proper communication, follow-ups and flow of information from the national office to the teams: Reason: The national office was tasked to organize civil societys participation in the PRSP at national level and also spearhead the setting up of the CSPR office. This took up most of the time.
The national office received reports (submissions to the PRSP) from most of the regional teams. This was very encouraging. The submissions were forwarded to the CSPR to be incorporated in the main civil societys PRSP document.
The national office saw the need to strengthen links between the national office and regional teams in order to spread the Jubilee campaign to outlaying areas of the country.
For all the activities to be undertaken at regional level, the national office proposed simple and grass root approaches.
The national office asked the teams to ensure that their reporting was simple and clear (financial supported by receipts and narratives).
Motivating Teams
To motivate the teams, the national office proposed that:
Ø Each regional team should send a representative to the Ecumenical Steering Committee.
Ø That the national office will finance two regional meetings per quota and specific activities designed at national level and in some specific cases regional level.
Ø Involve the regional teams in planning (during the ESC meetings)
Ø Need for financial support
Ø Need for more information on Jubilee-Zambia, debt, poverty and socio-economic issues.
Ø Need for constant communication between the national office and the regional teams.
Ø Need for more exposure to Jubilee work
Ø Need for a proper guideline and terms of reference
Ø What happened to the signatures we collected for debt cancellation?
Ø What is the link between CCJP, JCTR and Jubilee-Zambia?
Ø How should we identify ourselves?
Ø How do we show the people at grassroot level and in our communities that debt cancellation is indeed beneficial to them?

Ø No proper communication between the regional team and national office and also within the team information was not shared
Ø No follow-ups from the national office
Ø Lack of proper programming of activities at regional level because the team did not really know what to do after the first meeting
Ø No plan and guide on what the group could do or not
Ø Lack of motivation because there were no activities for the team to pursue worsened by lack of funds.
Ø We do not know what other teams are doing. There is no link between us and other provincial Jubilee teams in the country.
Ø Lack of in-flow of new information
Ø We did not have a clear idea as to who should make decisions, who funds us. We kept asking ourselves whether it was CCJP, JCTR or Jubilee-Zambia?
Ø We need to know the time frame and guidelines of operation for this committee.
Ø Lack of proper communication within the team no reports from those who attend meetings outside Monze.
Ø Team meetings were good and educative
Ø We did not understand the purpose of this relationship with the national office
Ø We failed to perform well because we have operating as an interim committee since we were set up last year.
Ø As for the PRSP, we went flat out to collect contributions but because we did not know how the Government meeting was organized, we were left out and we are still keeping the information.
Ø Committee meetings were not usually successful because our members stay in far away places.
Ø Other churches do not take the issues of poverty and debt like the Catholic church.
Ø Leadership and participation on voluntary basis is very difficult to sustain.
Ø We need to see the benefits of debt relief. This will lead to greater motivation from the people and us campaigners.
Ø How come we had a big group initially and today there are just a few of us? Answering this question will help us to avoid certain hindrances in future.
Ø The group tried its best under difficult conditions (as seen by the report sent to the national office)
Ø We are still encouraged and thirsty to spread information about debt, poverty and the PRSP because we know that people want to know more.
Ø Working in this group has made us more exposed to debt and poverty issues.
Ø The group has been in one way progressive because members are very open, come from diverse backgrounds but have a common aim poverty reduction.
Ø In our PRSP work, we are beginning to discover that people have more questions than suggestions because they are now upset. People question the privatization process where the money has gone and who has benefited.
Ø We appreciate the role we play in poverty reduction: We feel that we are making a positive contribution to our district and nation as a whole. People out there are still hopeful that it is possible to overcome the poverty problem.
Ø Need to come up with a permanent committee that will be fully responsible for the Jubilee activities in Monze
Ø Need for more information on debt, poverty and PRSP to enable the teamwork effectively
Ø Need to come up with a proper way of communication constantly so that members are always aware of what is happening.
Ø Need for the team to be meeting more frequently and share information, seek clarification and plan for activities.
Ø Need for funds: for transport, food and undertaking activities.
Ø Need to inform people in Zambia that there is a Jubilee group in Monze.

Ø Work on debt is closely associated with CCJP
Ø The team has had problems to interpret the PRSP, its purpose and the benefits to the people at grassroot level because people are tired of being asked questions and nothing happens afterwards
Ø Meeting place: As a team, we do not have a proper place to hold our meetings.
Ø Transport: We all live in far away places and this makes it difficult for us to meet.
Ø Motivation: The group is indeed motivated but this motivation is threatened by lack of guidance.
The National Office
Ø Communication: There has been lack of communication from the national office. We have not received any feedback for most of the issues we discussed in the first meeting.
Ø Information: It is important to send information to the team on debt, poverty and many other issues in order to make our campaign easier. We need to be trained and sensitized on a lot of economic and social national and international issues.
Ø No clear guideline and terms of reference for us to know what to do.
Ø We need more activities on poverty reduction. There is real poverty in Livingstone. We need to embark on activities that people in the community would appreciate and easily identify with. This would be a good entry point for us to talk about debt.
Ø Financial support: The team greatly needs money. Without money, there is not much we can do.
Ø We have to take up direct poverty reduction activities alongside the debt cancellation campaign. For instance, people in the communities do not see any direct benefits from these poverty reduction programmes run by donors. This group could take up the task of ensuring that the development projects reach and are benefit the real targeted people the poor.
Ø So the national office should help us identify the donors who have commissioned poverty reduction projects in Livingstone we can work as a team to monitor the impact of these projects.

Review of the last meeting 7 to 9 July 2001
Ø The main focus of the July meeting was on civil societys participation in the PRSP process.
Ø The task afterwards was: to get the views of community that were highly affected by poverty on mapping out strategies to overcome this poverty.
In conducting our PRSP work, the following questions arose:
Ø How can we, as people working with grassroots participate in the debt cancellation campaign effectively and how can we convince the poor that they will benefit from this campaign?
Ø What has been the impact (points of reference) of debt campaign since it started?
Ø People at grassroots do not understand the debt issue and how it is related to them. So how do we bring them on board?
Points of Reflection on how individual feel about belonging to the provincial team and as part of the national debt campaign
Ø Using the PRSP experience, there seems to be no link between the Government and the regional team. The involvement of District Administrators as contact persons for PRSP at district level has created this problem.
Ø Lack of a desk: Has contributed to poor and unsustainable communication, poor circulation of documents and information, and makes it difficult for the committee to meet.
Ø Lack of funding: Hampered the work of the committee, no plans were made and as such no activities undertaken.
Ø Feelings: There is a lot of sacrifice, dedication and commitment from members. The members feel empowered to debate and discuss poverty and debt issues in relation to national development
In campaigning for debt cancellation, need to show how it is leads to poverty reduction in order for the campaigners;
Ø To be bold and confident
Ø To have points of reference
Ø To build social and economic literacy
Ø Builds and increases responsibility and commitment
Ø Spreads the Jubilee-movement
Ø Broadens the understanding of issues
Ø The debt team has forwarded the regional teams PRSP contribution to the CSPR office and is also in the process of compiling these contributions into a pamphlet which will be sent to all the teams.
Ø It is impossible for the national team to fund a full secretariat at regional level at the moment, maybe in future.
Ø We shall fund the three activities at the region (debt mechanism, opinion poll and video tape activities) this year
Ø We shall send a programme on how funds will be disbursed, information will be disseminated and calendar to the team to avoid unawareness of what is expected or happening at a particular time.
Ø Need for more information on the debt issue: simple and fit to the grassroot target.
Ø Need for funding: So that the team can undertake planned activities
Ø Need for recognition at regional level so that operations and relations with other teams is made easier.
Ø Need for exchange visits so that groups learn from one another
Ø Need for people supporting the campaigns (personalities) such as Peter Henriot, Kaunda to come and address people at regional level.
Ø Send the Kasama extract of the first regional meetings accompanied by a note of what happened after the meeting.
Ø Send a package of information for study to the teams

*The national team should give thought to the point of registering the team at regional level.
*The team played a key role in the Kasama Oasis Forum as organisors and facilitators.

Ø This meeting is important and has come at the right time, especially if the national office expects us to execute jubilee work at district level.
Ø The silence that has existed between the national office and us made me feel as if we at the district level are just used as fire extinguishers 8g to carry out work that the national office fails to execute
Ø We felt used as a team: That the national office gives us tasks to perform but does not reflect on essential requisites for undertaking these tasks.
Ø It was surprising that after the meeting last year, the national team did not sustain the commitment of the group. We did not know how we were going to work (no guideline) and how we would work.
Ø From the start, we were ready to work with minimal supervision from the national office, but this proved to be difficult especially that we were not so sure of what we were expected of.
Ø We are usually informed of meetings very late and this makes it difficult for us to prepare ourselves. It is also important for the national office to acknowledge receipt of information.
Ø What criteria does the national office use in allocating funds to the regional groups? It will be important to remember that Western Province, unlike other provinces in this country has a serious transport problem and communities are far apart.
Ø This group worked tirelessly to get information from different communities.
Ø After the Gulu meeting, there was a lot of enthusiasm but because we did not have any terms of reference, we did not know what to do.
Ø After the poverty hearings that we conducted, what next? People on the ground are keen and fortunately, they know why there is poverty and they also know what can be done to overcome this problem. They want to see change.
Ø In going to the communities, this steering committee gave these communities expectations: food, kapenta etc. People were asking for some relief. We have to find ways of handling these situations especially to help the people in the communities to regain their confidence.
Ø We know each other very well. This is a small group and the team has always been ready to work. We can assure you that we will definitely support you.
Ø Is it possible for you to invite the World Day of Prayer to be part of the Ecumenical Steering Committee?
Ø We need more training to understand our work: debt and debt relief, Jubilee work.
Ø Let the Jubilee office operate as the main link to other groups such as the CSPR.
Ø The national office should inform the Mongu Ecumenical Committee of our existence here in Mongu.
Motivation: Is key to strengthen the issue of ownership.
Communication: Here in Mongu, opportunities to communicate are limited. For us to perform well at this level, we need to be informed about what is happening at both the national and international level. So the national office should ensure our group receives information in good time.
Petitions
Ø Will enable people to know that it is really debt that is making people to suffer
Ø Avoid technical jargons in the questionnaires for the opinion poll and the petition.
Action Plan: Send the action plan so that we are aware of what would be happening at national level.
Information: Is key. We need some informative articles such as pamphlets, brochures. This would make our work easier. Jubilee-Zambia national office should send information (poverty, social and economic) to the Mongu Information Centre through the regional group. This Centre is used by a lot of people.
Media: Community radio stations such as radio Lymbai should be used for our work. Studios such as Radio Yatsani should be contracted to record the real situations at this level and expose them so that people get a good idea of what is really happening in Mongu.
Way forward: The campaign should pay particular attention and emphasis to Government stubbornness on issues of loans, utilization and information dissemination.
