LETTER FROM THE EDITOR
There is need by those who chart the development destiny of African countries to seriously and sympathetically work to promote the dignity of the human person by creating living conditions that bestow that dignity on humanity, conditions that are not a recipe for crime, prostitution and other social vices. Is it not the case that in this way we shall then be creating ''Moral Capital'' for the counties? This form of capital is certainly as indispensable as financial, technological and indeed other forms of capital.
It was also interesting as the year was unfolding in Zambia to note subtle but not drastic change in government position on certain areas of its economic policy. Government "intervened'' in the market in relation to the exchange rate. Hitherto at the core of government economic policy was the handing over of all economic activity to the control of the market, the belief that everything works well with the market to enhance or bring about the common good.
This new position of the Zambian government in relation to the market reminded some of us of the topical issues that has continued to characterise academic and other forms of intellectual exchange concerning Market and Government failures and the whole question of which one is a lesser evil.
A careful approach in my opinion is one that does not take wholesale condemnation of either. There are certain things that are better left to the market and others to the government. Look out for more on this topical issue in our next Bulletin.
