Friends of the JCTR Bulletin:: In Zambia today there is a ''debate'' taking place on the possibility of amending the constitution, a constitution whose architect and subsequent amendments were premised on the notion of ''standing the test of time''. It is only five years ago that amendments were made. How can we say the constitution has stood the test of time? It is indeed characteristic of many countries in Africa to focus on issues that offer little relief to the people. Such diversion and loss of sharper focus on issues that enhance human well being means lost opportunities and prolonged suffering of the people. It is JCTR's view that issues of social justice and those that are at the heart of improving human well being should be the core of national focus and discussion by many African countries.
